In this phase, PBS is embedded in your culture, which means there is a general understanding and embracing of the PBS philosophy across your organization. PBS continues to occur throughout all program settings and PBS milestone plans and systems have been vetted and refined to the point of optimization and sustainability. Despite this, quality remains at the forefront and your organization will continue to review data and make informed decisions about system improvements and changes along with service population. The culture shift is complete, leadership is committed to PBS, and everyone is a PBS champion.

- Share and celebrate successes and best practices.
- Generate and analyze data reports to inform decision making.
- Engage the entire organization in continuous quality improvement (CQI).
- Recognize staff achievements.
- Ensure full accountability for PBS exists across all service settings.
- Continue to foster a culture of feedback, learning, collaboration, and innovation.
